TikTok Shop Southeast Asia Launches "Refund Without Return" Feature

In a bid to enhance user experience and improve retention rates, e-commerce platforms have been revisiting their return and refund policies this year. Amazon US was the first to introduce the "return without refund" policy, followed by Temu, eBay, and other platforms that relaxed their return rules. Now, TikTok has joined the competition, unveiling its own "Refund Without Return" feature, further intensifying the battle for consumers' loyalty.

What Is the New "Refund Without Return" Feature?

Starting January 8, 2025, TikTok Shop Southeast Asia will roll out the “Refund Without Return” functionality. This policy applies to return and refund requests initiated by buyers after receiving their items. It covers various reasons such as product quality issues, discrepancies between the product and its description, or a change of mind.

Under the new rule, when a buyer submits a return and refund request, the seller is responsible for reviewing the request. If the seller chooses to issue a direct refund, they must manually process each order through the Seller Center.

For FBT (TikTok Fulfillment) orders that are marked as “shipped,” if the buyer has not received the product within 48 hours of the expected delivery date, they can request a “refund without return.” In such cases, the platform will automatically approve the request and cover the refund cost. The refund will be reimbursed to the seller within 2 to 7 calendar days.

What Does This Mean for Sellers?

TikTok Shop argues that the “Refund Without Return” feature simplifies the return process, reduces logistics and storage costs for sellers, and helps improve the overall buyer experience, which in turn could foster greater customer loyalty. The platform's goal is to strengthen its relationship with consumers, boost trust, and encourage positive growth within the platform’s ecosystem.

However, this policy also presents potential challenges for sellers. With the “refund without return” option in place, some consumers might exploit the policy, leading to increased refund requests without actual returns. This could further increase sellers' costs and disrupt inventory management and product turnover.

Temu, another platform that introduced a similar policy, has already seen how overseas consumers can abuse the system to take advantage of domestic cross-border sellers.

The Risk of Refund Fraud

The policy also opens the door to the rise of fraudulent return requests. Studies show that 57% of buyers have been involved in fraudulent returns, where they request refunds despite not meeting the return criteria. This behavior can lead to significant losses for sellers.

As a result, the challenge for both platforms and sellers is finding a balance between consumer rights and business interests. How effectively TikTok can prevent abuse of this policy and provide sufficient protection for sellers will determine whether the new rule will achieve its long-term objectives.

A Precedent in Southeast Asia: “No Longer Needed” Returns

In August 2024, TikTok introduced the “No Longer Needed” return policy in Southeast Asia, which includes markets like Malaysia, the Philippines, Singapore, Thailand, and Vietnam. Under this policy, buyers could select “No Longer Needed” as a reason for return, without affecting the seller’s performance metrics. Additionally, sellers were not responsible for shipping or return costs.

This policy garnered positive feedback from sellers who appreciated the reduction in return liabilities and the potential for operational optimization. However, as with the “Refund Without Return” policy, ensuring that sellers do not face losses from policy abuse remains a key concern.

While TikTok's new “Refund Without Return” feature aims to enhance the customer experience and streamline the return process, it may pose challenges for sellers, including potential fraud and increased operational costs. As this policy unfolds, it will be crucial for both the platform and sellers to find ways to mitigate these risks and protect business interests while maintaining consumer satisfaction. Balancing the two will be essential for the long-term success of TikTok’s e-commerce ecosystem in Southeast Asia.
